Availability Study

Beginning in October 2021, the Ohio Department of Transportation (ODOT) commissioned the Denver-based firm BBC Research & Consulting (BBC) to conduct an availability study to determine the availability of woman- and minority-owned companies to participate in ODOT work, and to develop tools for calculating project-specific goals when relevant. Information from the study will help ODOT evaluate and refine their efforts to encourage the participation of minority- and woman-owned businesses in their contracts and help inform any adjustments that ODOT might make to its implementation of the Federal Disadvantaged Business Enterprise (DBE) Program. 

Study Analyses

The availability study will focus on construction and professional services contracts and procurements that ODOT awarded from July 1, 2018 through June 30, 2020 (state FY2018-FY2020). The core purpose of the availability study will be to examine the percentage of contract dollars that minority- and woman-owned businesses might be expected to receive based on their capacity to perform specific types and sizes of agency contracts.

Project Initiation

ODOT and BBC kicked off the availability study in October 2021 with a series of meetings with various ODOT departments and representatives. BBC met with ODOT to introduce the study; answer questions; and begin the process of understanding contracting and vendor data that state agencies maintain. 

Data Collection

BBC has begun working with ODOT staff to collect data on contracts that ODOT awarded during the study period as well as information about the vendors that participated in those contracts.

Next Steps

BBC will engage in the following availability study tasks in the coming months:

  • Data collection. The project team will continue to work with ODOT to collect data on contracts they awarded during the study period and the vendors that participated in those contracts. 
  • Data analysis. The project team will analyze data that it collects from ODOT. BBC will begin by assessing the subindustries that account for the majority of state contracting and the geographical area that is most relevant to ODOT contracting.
  • Availability surveys. The project team will begin conducting availability surveys with businesses in the relevant geographic market area that perform work that is relevant to state contracting. Project Team

The project team for the ODOT Availability Study includes two firms that possess expertise directly relevant to conducting the study in a manner that meets the highest industry and legal standards.

BBC Research & Consulting (BBC)

BBC, which will serve as the prime consultant for the study, is a 50-year-old economic and diversity research firm based in Denver, Colorado. The firm has completed nearly 130 disparity studies for states, cities, transportation agencies, and other government organizations all across the country. BBC is also considered a national expert in helping organizations develop and refine their implementations of small and diverse business programs. The firm has provided expert testimony related to disparity studies and diverse business programs on several different occasions, most recently as part of the successful defense of the California Department of Transportation’s (Caltrans’) implementation of the Federal Disadvantaged Business Enterprise Program.
