Business & Economic Opportunity

Business & Economic Opportunity is responsible for the DBE and SBE certification programs, DBE and EDGE goal setting, goal attainment, Good Faith Efforts, DBE and OJT Supportive Services, and DBE Program reporting. Programs included under Business & Economic Opportunity's responsibility include:

  • Disadvantaged Business Enterprise (DBE)
  • Small Business Enterprise (SBE)
  • Minority Business Enterprise (MBE)
  • Encouraging Diversity, Growth & Equity (EDGE)
  • Veteran-Friendly Business Enterprise (VFBE)

Applications for DBE and SBE certification are handled within ODOT, while certifications for the MBE, EDGE, and VFBE programs are managed at the Ohio Department of Development.

Small Business Enterprise (SBE)

A race/gender-neutral set-aside program that restricts competition for prime contracts to certified small businesses.

Disadvantaged Business Enterprise (DBE)

A program to provide DBEs a fair opportunity to compete for federally-funded transportation contracts.

Ohio Unified Certification Program (UCP)

"One-stop shop" for firms seeking DBE and Airport Concession DBE certification.

Minority Business Enterprise (MBE)

A program to assist minority businesses in obtaining state government contracts that do not involve federal funds.

Encouraging Diversity, Growth & Equity (EDGE)

An assistance program for economically and socially disadvantaged business enterprises.

Veteran-Friendly Business Enterprise (VFBE)

A program that provides preference to certified firms that submit bids or proposals related to the state's purchases of supplies and services (other than professional services) and the construction of transportation facilities.
