Research Manual & Forms

The Research, Development, and Technology Transfer Manual of Procedures provides a detailed description of ODOT's research program. The Research Manual explains the policies and procedures that govern the program. Approved by the Federal Highway Administration, the Research Manual dated November 2019 serves as a reference for participants and a source of guidance and instructions for others in the transportation community who wish to know more about ODOT's research program.

Project Forms

For a variety of processes, standard forms have been developed to assist Researchers and ODOT Technical Liaisons in preparing items to submit to Research. These forms are designed to help document the necessary information to allow for more efficient processing.

Standard Research Agreements

In January 2023, ODOT updated the template for the Standard Research Agreements. ODOT's Research Program is not a grant program. All research projects are treated as reimbursement contracts for services rendered. ODOT does not negotiate the terms of standard research agreements. Please have your agency's contracting authority review the standard agreements prior to submitting a proposal for consideration.
