The Cleveland Innerbelt Modernization Plan is focused on improving safety, reducing congestion and traffic delays, and modernizing interstate travel along I-71, I-77 and I-90 through downtown Cleveland. This investment by the State of Ohio will rehabilitate and reconstruct about five miles of interstate roadways - including construction of two, new bridges to carry I-90 traffic - and address operational, design, safety and access shortcomings that severely impact the ability of the Innerbelt freeway system to meet the transportation needs of northeast Ohio.

Construction Group Phases

Group 1: Westbound Bridge (PID 77332, 85531)

  • Project Overview: Construct a new westbound I-90 bridge and associated improvements
  • Right-of-Way Cost: $63 million
  • Design & Construction Cost: $293.6 million
  • Construction Dates: 2011-2015
  • Contracting Method: Value Based Design-Build
  • Status: This project is complete

Group 2: Eastbound Bridge (PID 82119, 88318)

  • Project Overview: Demolish the 1959 Innerbelt Bridge and construct a new eastbound I-90 bridge and associated improvements
  • Right-of-Way Cost: $2 million
  • Demolition, Design & Construction Cost: $275 million
  • Construction Dates: 2014-2018   
  • Contracting Method: Value Based Design-Build
  • Status: This project is complete.

Group 3, Part A: Central Interchange (PID 82382, 82380)

  • Project Overview: Improve I-90 east and westbound in the Central Interchange area between E. 9th St. and Carnegie Avenue and replace the E 22nd Street and Carnegie Avenue bridges over I-90. 
  • Estimated Design Cost: $24 million, consultant authorization summer 2014
  • Estimated Right-of-Way Cost: $4-6 million
  • Estimated Construction Cost: $220 million
  • Estimated Construction Dates: 2025-2030 (Pending 2022 TRAC application process)
  • Contracting Method: Design-Bid-Build
  • Funding Outlook: Partially Funded. (Pending 2022 TRAC application process)

Group 3, Part B: Central Interchange (PID 82380, 80406)

  • Project Overview: Reconstruction of I-77 approach to the Central Interchange (I-90).  Includes mainline bridge and pavement replacements.  
  • Estimated Design Cost: $15 million, consultant authorization summer 2014
  • Estimated Right-of-Way Cost: $1-2 million
  • Estimated Construction Cost: $160-180 million
  • Estimated Construction Dates: TBD (No construction funds currently allocated)
  • Contracting Method: Design-Bid-Build
  • Funding Outlook: Partially funded. 

Group 4, Parts A-F: Innerbelt Curve (PID 86745, 80408, 86744, 82392, 77413, 77613)

  • Project Overview: Relocate a sewer interceptor under I-90; replace the CSX and Norfolk Southern railroad bridges over I-90; replace the Superior, St. Clair, Hamilton and Lakeside avenues bridges over I-90; relocate the I-90 westbound ramp to Chester Avenue; and realign the Innerbelt Curve north of Superior Ave.
  • Estimated Design Cost: $28-36 million
  • Estimated Right-of-Way Cost: $8-12 million
  • Estimated Construction Cost: $400-500 million
  • Estimated Construction Dates: TBD

Group 5, Parts A-C: Innerbelt Trench (PID 79580, 25795, 86746)

  • Project Overview: Replace the Prospect, Euclid, Chester and Payne Avenue bridges over I-90; and reconstruct I-90 east and westbound in the Innerbelt Trench between Carnegie Avenue and Superior
  • Estimated Design Cost: $32-41 million
  • Estimated Right-of-Way Cost: $11-16 million
  • Estimated Construction Cost: $300-400 million
  • Estimated Construction Dates: TBD
  • Contracting Method: TBD

Group 6A: I-77 Bridge over I-490 (PID 13567)

  • Project Overview: Widen the I-77 bridge over I-490 and improve I-77 south of I-490
  • Design Cost: $1.7 million
  • Right-of-Way Cost: $0 (No right of way needed)
  • Construction Cost: $27.6 million
  • Construction Dates: 2017-2021
  • Contracting Method: Design-Bid-Build
  • Funding Outlook: Completely funded.
  • Status: Project was awarded to Ruhlin Company in August 2017.  Construction is complete.

Group 6B: Broadway Bridge (PID 82388)

  • Project Overview: Reconstruct Broadway Ave over I-77; and move the Broadway entrance ramp (to I-77 south) to Pershing Ave via a new frontage road on the west side of I-77  
  • Estimated Right-of-Way Cost: $0.3 million
  • Design & Construction Cost: $29.0 million
  • Construction Dates: 2017-2020
  • Contracting Method: Design-Build
  • Status: Project was awarded to Kokosing Construction Company in February 2017. Construction is complete.

Group 7A: I-71 Improvements - Deceleration Lane to SR 176 south (PID 98063)

  • Project Overview: Improve I-71 south between I-490 and the SR 176 south exit.  The project will include a deceleration lane for southbound traffic exiting to SR 176 south.  The project will also improve the I-90 east/I-490 west entrance ramp to SR 176 south.
  • Estimated Design Cost: $0.5 million 
  • Estimated Right-of-Way Cost: $0
  • Estimated Construction Cost: $4.5 million
  • Estimated Construction Dates: 2020-2022
  • Contracting Method: Design-bid-build
  • Funding Outlook: Completely funded. 
  • Status: Project was awarded to Shelly & Sands, Inc. in March 2020. Construction is complete.

​Group 7B: I-71 Improvements (PID 82378)

  • Project Overview: Improve I-71 between approximately West 25th Street and I-490 including roadway pavement and replacement of I-71 bridge decks. 
  • Estimated Design Cost: $11-15 million
  • Estimated Right-of-Way Cost: $0
  • Estimated Construction Cost: $152-194 million
  • Estimated Construction Dates: TBD
  • Contracting Method: TBD

Traffic Impacts

Long-Term Ramp Closures

I-90 East Exit to East 22nd Street

The I-90 eastbound exit ramp to East 22nd will remain accessible ONLY by using I-77 north to I-90 east.

E 14th Street Entrance Ramp to I-90 West

This ramp will remain closed thru completion of Innerbelt Construction Contract Group 3. Detour via the E 9th or Ontario Street ramps to I-90 west.
