About the project
The project will construct a restricted crossing U-turn (RCUT) at U.S. 30 and Thayer Road, with the right turn lanes offset to allow those entering U.S. 30 a sightline beyond those exiting U.S. 30. The project will also close access from Cool Road on both the north and south sides of U.S. 30, and Mayberry Road on the south side only at U.S. 30.
The $2.3 million project is expected to be constructed in late 2021.
In July/August 2020, ODOT completed the public involvement process. The project was proposed to address an increase in crashes along the U.S. 30 corridor, particularly at the Thayer Road intersection. The public involvement presentation and other documents prepared for this event are below.
Traffic impacts:
- Thayer Road, Mayberry Road, and Cool Road at U.S. 30 will close August 2, 2021.
- Cool Road and the south leg of Mayberry Road will NOT reopen.
- Thayer Road and the north leg of Mayberry Road will be closed for approximately 45 days.
- U.S. 30 at Thayer Road will have lane restrictions in both directions.
- The project is expected to be complete in November 2021
Project cost: $2.3 million
Funded through increases to Ohio's Road Safety Program made possible by Governor Mike DeWine.
After securing additional funding for transportation infrastructure through the increased gas user fee, Gov. DeWine designated an additional $50 million annually for roadway locations, such as intersections, where a project could improve its safety. Statewide, more than 150 rural, suburban and urban intersections have been selected by Governor DeWine for review and safety improvements. Improvements range from signal and signage improvements to a complete intersection redesign.
As a result of the increase, ODOT now has the third largest road safety program in the country, spending $158 million annually on reducing the risk of serious and fatal crashes on Ohio roads.

ODOT to disclose U.S. 30 intersection safety project information in online format
A prerecorded presentation details proposal for three intersections in Allen County
LIMA, Ohio (Wednesday, July 23, 2020) - The Ohio Department of Transportation (ODOT) District 1 invites the public to view a prerecorded, online presentation regarding an intersection safety project proposed for three intersections along U.S. 30 in Allen County.
Construction is tentatively expected to begin in 2022.
The recorded presentation and all materials regarding the project will be available beginning July 29, 2020 and will remain for an indefinite time at the following website: www.transportation.ohio.gov/Allen30Thayer
In order to comply with Governor DeWine's guidelines regarding limiting social gatherings in response to COVID-19, ODOT is presenting the project information online only.
ODOT is proposing the project to control access to the divided highway, improve safety, and reduce crashes.
The proposed project would remove access to U.S. 30 at the following locations: Cool Road and Mayberry Road.

Stantec, Cincinnati, serves as ODOT's consultant on the project.
"Over the last several years, we have seen an increase in crashes along the U.S. 30 corridor, particularly at the Thayer Road intersection. This project is proposing changes to improve safety and reduce crashes and we are looking to the public for their thoughts on our proposals," said Chris Hughes, ODOT District 1 deputy director.
The public is asked to review the presentation and project materials and provide feedback. Comments regarding the project may be submitted on the website through the comment submittal form, or by direct contact at the number below. Comments are requested by Aug. 29, 2020, but will be accepted at any time.
