Prequalification & Certification

The Contractor Qualification Section prequalifies construction companies to bid on projects let by the Ohio Department of Transportation by determining the bidder's dollar bidding capacity and the work types for which the bidder is qualified.

    Prequalified Bidders

A Bidder must be prequalified by the Department according to ORC Chapter 5525 and the rules and regulations governing prequalification in order to submit a Bid. Contractors can apply for prequalification online by clicking here. Prospective Bidders that are not yet prequalified must furnish ODOT a properly completed prequalification application at least 30 days before the date specified for the receipt of Bids. The prequalification certificate is the Bidder’s license to Bid and perform construction for the Department.

The Qualification Section reviews all construction contracts to ensure that all of the required information is compiled prior to the contract execution. Additionally, this section reviews all Request to Sublet (C92s) to determine if subcontractors have sufficient dollar qualification and work types to perform the anticipated work.​​
