Information for Brent Spence Bridge Corridor Project

The Ohio Department of Transportation (ODOT) and the Kentucky Transportation Cabinet (KYTC) continue to evaluate and update the plans for consultant services for assistance with Brent Spence Bridge Corridor design-build project. ODOT will be the lead agency and will manage the selection process with support and input from KYTC.

The Brent Spence Management Team has made the decision to revise the procurement method from Value-Based Fixed-Price Design-Build to Progressive Design-Build (PDB).

The PDB procurement will consist of a single-step Request for Proposals (RFP) with interviews. The RFP will request qualifications, understanding, and approach components for the technical submittal. While there will not be a separate request for qualifications, the BSMT will conduct interviews with proposers. Final selection will consider the RFP, interviews, and a competitive bidding element.

The draft procurement schedule follows:

  2. Proposals Due: 2/27/2023
  3. Interviews: 4/17/2023
  4. Apparent Best Value Score Announcement: 5/1/2023
  5. Anticipated Contract Award: 5/30/2023
  6. Anticipated Notice to Proceed: 7/30/2023

As a result of the revision to the procurement method, the agencies have identified the following remaining consultant contract needs and have established a tentative schedule of selection:

  1. Pre-Procurement / Post Procurement Assistance Contract
    1. Selection completed. HNTB Ohio Inc. authorized on August 24, 2022.
  2. Independent Cost Estimator:

      1. Website Notification: 1/17/2023

      3. Interview: Not required
      4. Announcement: 3/10/2023
      5. Authorization: 6/1/2023
    2. Estimated Duration: 90 months
    3. Estimated Contract Value: $6,000,000
    4. Anticipated Scope:
      1. Post design-build award, assist owners with development of a benchmark for evaluating the reasonableness of the contractor's proposed cost or price. This will be used in conjunction with the State Engineer's Estimate. The ICE will provide independent quantity take-offs and attend quantity reconciliation meetings with BSMT and Contractor to ensure quantities are accurate, and risks are assessed at the proper level. This follows the Open-book pricing approach and includes involvement with risk identification,  assessment, and cost quantification. The ICE will be engaged throughout the Progressive Design Build process.
  3. Design-Build Design Quality Assurance Manager / Owner’s Representative:

    4. Anticipated Scope:
      1. A single contract for the project to provide construction engineering, inspection, materials testing and material control personnel to assist owner in documenting and monitoring contract compliance of work in both Ohio and Kentucky. This contract will also provide a certified laboratory(s) to address the testing needs for the project. Additionally, this contract will include the owner's erection engineer to monitor construction of the companion bridge.

Prior to submitting a letter of interest in response to an ODOT project notification, the Consultant shall identify and evaluate potential organizational conflicts.

Bridge Inspection Prequalification Categories 

The Office of Structural Engineering is announcing revisions to the Bridge Inspection Prequalification Categories to comply with new Federal requirements.  Consultant key personnel must comply with the qualification revisions in the National Bridge Inspection Standards (23 CFR Part 650 Subpart C) starting on June 6, 2024.  The changes detailed below will be reflected in PreQ and the Consultant Services Prequalification Manual on June 6, 2024: 

  1. Level 1 – Bridge Inspection Updates - All Key Personnel Professional Engineers: 
    1. Comprehensive training - The Department will no longer accept the “Legacy Clause Checklist” as equivalent Comprehensive Bridge Inspection Training.  Approved Comprehensive Bridge Inspection training courses include one of the three:  
      1. Safety Inspection of In-Service Bridges FHWA-NHI-130055 OR  
      2. Safety Inspection of In-Service Bridges for Professional Engineers FHWA-NHI-130056 OR  iii. ODOT Level 1 Basic & ODOT Level 2 Advanced Comprehensive Bridge Inspection Training. 
    2. Bridge Inspection Refresher training must meet all of the following three requirements: Approved by FHWA AND 18-hours cumulative AND every 60 months    
  2. Level 2 – Bridge Inspection Updates - All Key Personnel Professional Engineers: 
    1. Comprehensive training - The Department will no longer accept the “Legacy Clause Checklist” as equivalent Comprehensive Bridge Inspection Training.  Approved Comprehensive Bridge Inspection training courses include one of the three:  
      1. Safety Inspection of In-Service Bridges FHWA-NHI-130055 OR  
      2. Safety Inspection of In-Service Bridges for Professional Engineers FHWA-NHI-130056 OR  
      3. ODOT Level 1 Basic & ODOT Level 2 Advanced Comprehensive Bridge Inspection Training. 
    2. Bridge Inspection Refresher training must meet all of the following three requirements: Approved by FHWA AND 18-hours cumulative AND every 60 months   
    3. Must have successfully completed the Fracture Critical Inspection Techniques for Steel Bridges FHWA-NHI-130078 course  
  3. Underwater Dive Updates - Key Personnel Professional Engineers and Dive Team Leader: 
    1. Comprehensive training - The Department will no longer accept the “Legacy Clause Checklist” as equivalent Comprehensive Bridge Inspection Training.  Approved Comprehensive Bridge Inspection training courses include one of the three:  
      1. Safety Inspection of In-Service Bridges FHWA-NHI-130055 OR  
      2. Safety Inspection of In-Service Bridges for Professional Engineers FHWA-NHI-130056 OR
      3. ODOT Level 1 Basic & ODOT Level 2 Advanced Comprehensive Bridge Inspection Training. 
    2. Bridge Inspection Refresher training must meet all of the following three requirements: Approved by FHWA AND 18-hours cumulative AND every 60 months   
    3. Key Personnel must have successfully completed the Underwater Bridge Inspection FHWA-NHI-130091 course.
