The Ohio Department of Transportation provides and maintains highways, passenger and freight rail systems, bikeways, aviation, waterways, and port facilities for transporting people and goods throughout the state of Ohio. Working with federal and local governments, the department is charged with maintaining more than 130,000 miles of Ohio highway and planning, designing and constructing new transportation systems fostering economic growth and personal travel.
Employing approximately 5,000 professionals, ODOT is one of Ohio’s largest and most respected state agencies and is Ohio's premier civil engineering governmental agency. Central Office, which is located in Columbus, interfaces with each of the 12 ODOT districts throughout the state to coordinate and implement Ohio’s transportation plan. The department also maintains a fully staffed and equipped facility in each county responsible for the construction and maintenance of all state highway bridges and roads.
Civil engineering responsibilities at ODOT
Approximately ten percent of the agency’s employees are engineers. Therefore, ODOT sets high standards for the recruitment and retention of quality engineering graduates and invests in well-balanced introductory phase of employment to effectively train this crucial workforce element. ODOT established the Transportation Civil Engineering (TCE) Program to provide entry-level engineering applicants a thorough introduction to the department’s core engineering disciplines; Planning & Engineering, Construction and Highway Maintenance.

By passing down their knowledge through a balance of continued education and hands-on transportation experience, all TCEs mature professionally and gain experience needed to ensure the ability to take the Professional Engineering Certification exam. Each year, TCE employment opportunities are available throughout the 12 districts and Central Office offering a varying degree of projects in appealing geographic locations. Upon completion of the 12 month program, a TCE who has obtained their Fundamentals of Engineering certification will be promoted to the next level in the transportation engineer series.

- Bachelor's degree in Engineering from an ABET-accredited university.
- You MUST be in your final year of college or already have graduated with a degree in engineering in order to apply for the TCE program.

- Registered to take OR have taken and successfully passed the Fundamentals of Engineering exam (EIT Exam) by the Ohio Board of Registration for Professional Engineers and Surveyors.
- Must successfully pass the exam during the first 12 months of employment, which serves as your probationary period, OR
- Have taken and successfully passed the Fundamentals of Engineering exam administrated by a different state that Ohio's Board has provided reciprocity.

ODOT’s staff of Professional Engineers maintain a wealth of practical knowledge and hands-on experience in the Transportation Engineering field. The TCE Program prepares our future engineers and provides them the knowledge it will take to advance to higher levels of engineering within ODOT.
- TCEs are full-time entry-level engineers who work under the supervision of Professional Engineers. This time is credited toward the time needed to sit for your Professional Engineer's license.
- TCEs promote to a Transportation Engineer 2 after their probationary period. The transportation engineer structure includes five classifications, which offers motivated professionals a lifetime of growth and upward mobility.
- TCEs through TE2 specialize in roadway construction, planning, design, maintenance or testing functions with assignments increasing in degrees of responsibility upon appropriate advancement. There are also specific areas of engineering within these classifications including hydraulics, bridges, structures, pavement, and traffic.
- TE3, 4, and 5 act as supervisors or staff specialists and require a Professional Engineer’s license.
- Full-time employment with advancement to the next level of engineering upon completion of your probationary period
- Yearly compensation of $52,998.00.
- Yearly step increases and a promotion at the end of 54 weeks of employment to a Transportation Engineer 2, which carries a yearly salary of $58,157.00.

TCEs are compensated at OCSEA Pay Range 32, Step One. Current pay range booklets are available here.
- TCE entry-level compensation, Pay Range 32 - $25.48 per hour ($52,998 annually)
- Step increase upon completion of 6-month probationary period - $26.59 per hour
- Reassignment to Transportation Engineer 2, two weeks after completion of 12-month probationary period, Pay Range 33 -$27.96 per hour ($58,157 annually)
ALL TCEs must successfully complete the Fundamentals of Engineering Exam during their probationary period in order to be reassigned and remain employed with ODOT.
