The Ohio Legislature through the Ohio Department of Transportation (ODOT) created the Maritime Assistance Program (MAP) to assist water Public Port Authorities established under Chapter 4582 of the Ohio Revised Code. These Port Authorities must own active marine cargo terminals located on the shore of Lake Erie, a Lake Erie tributary, or the Ohio river.

The program invested $23 million; leveraging over $90 million in Water Port infrastructure across 13 projects within 5 Public Port Authorities on the Great Lakes and Ohio River to repair, rebuild, and revitalize maritime transportation systems.
