The Mill Creek Expressway projects will widen and resurface I-75 between Paddock Road and the Western Hills Viaduct in Hamilton County. Projects will also include interchange improvements at Hopple Street, I-74, Mitchell Avenue, Norwood Lateral, and Paddock Road. Total project investments are estimated at $550 million to $650 million.
The Mill Creek Expressway projects have been split into 12 phases, some of which are complete already. Phases were not completed in order. Phase 5A is currently under construction, which will widen I-75 between Hopple Street and Mitchell Street, connect prior improvements from Hopple Street and Mitchell Street projects.

Reconstruct the Mitchell Avenue interchange with I-75.
Phase 2: Monmouth Street and Bates Avenue bridge work
COMPLETE • $6.8 MILLION
Replace the Monmouth Street overpass and convert Monmouth Street to a through street between Colerain Avenue and Central Parkway, and remove the Bates Avenue overpass and pedestrian bridge over I-75.
Phase 3: I-74/Beekman Avenue interchange construction
COMPLETE • $13.3 MILLION
Realign the intersection of Colerain and Beekman avenues, add a new ramp from Beekman Avenue to I-74 westbound to create a full interchange, and eliminate existing ramps from I-74 to Spring Grove Avenue.
Phase 4: I-75 widening between Western Hills Viaduct and Monmouth Street
COMPLETE • $90.6 MILLION
Widen and resurface I-75 between Western Hills Viaduct and Monmouth Street, reconstruct the I-75 and Hopple Street interchange, and remove the pedestrian bridge over Central Parkway.
Phase 6: Railroad bridge replacement
COMPLETE • $22 MILLION
Replace the Indiana Ohio Railway bridge over I-75, just south of state Route 562/Norwood Lateral.
Phase 7: Mitchell Avenue and SR 562 widening
COMPLETE • $29 MILLION
Widen and resurface Mitchell Avenue and state Route 562/Norwood Lateral, and reconstruct bridge over Vine Street.
Phase 8A: Seymour Avenue and Paddock Road bridge replacements
COMPLETE • $7.6 MILLION
Replace Seymour Avenue bridge and reconstruct portions of the Paddock Road bridge over I-75 in preparation for mainline improvements.
Phase 9: Building demolition
COMPLETE • $1.8 MILLION
Demolish buildings near the Hopple Street interchange in preparation for mainline construction.
