Who is this guide for?

This User Guide is for transportation professionals needing to obtain safety priorities and key metrics in the Ohio Safety Map Viewer through ArcGIS Online. The guide identifies sources of information related to the Highway Safety Improvement Program (HSIP) funding applications. 
 
Potential users include:

  • Local Government Officials  
  • Engineering Departments  
  • Planning Departments  
  • Planning and Engineering Consultants 
  • Other Safety Project Stakeholders

This guide provides step-by-step instructions for accessing the various information provided in the Safety Map Viewer, including Safety Key Metrics, which are required for HSIP funding applications.  

Getting Started 

Startup the Map Viewer

Visit the Layer List Layers List Icon

To view the various layers, click the green circle shown above, which will be at the bottom of the webpage

Attributes Table IconVisit the Attribute Table       

To view the attribute table for selected layers, click the brown circle shown above, which will be at the bottom of the webpage. 

 
To view a highlighted segment or area in the attribute table, click on the three dots at the bottom right of the pop-up box and select View in Attribute Table. You can also export the data from the Attribute Table.

Safety Key Metrics – Data for Applications

There is a lot of data within each individual layer, so this section will go over how to find the data needed for each Safety Key Metric (Functional Classification, AADT, Posted Speed Limit, Active Transportation Need, Active Transportation Demand, Bicycle Level of Traffic Stress, and the TOAST Score). 

Before turning on any layers, zoom into the segment or intersection that data is needed for. 

Functional Classification

Turn on the Functional Class layer by clicking the check box next to it in the Safety Key Metrics section.   
 
Once the layer populates on the map, click on the desired segment. (it will highlight in light blue) 
 
In the pop-up that appears, find the FUNCTION_CLASS row.

The number correlates with the functional classification as follows: 

1    Interstates
2    Other Freeways or Expressways
3    Other Principal Arterial Roads
4    Minor Arterial Roads

5 Major Collector Roads
6 Minor Collector Roads 
7 Local Roads

AADT 

Turn on the Traffic Volume layer by clicking the check box next to it in the Safety Key Metrics section.   
 
Once the layer populates on the map, click on the desired segment. (it will highlight in light blue) 
 
In the pop-up that appears, find the FAC_AADT_TOTAL_NBR row.

Posted Speed Limit 

Note: Speed limit data is not available for all segments. In cases of missing speed limit data, we recommend using local knowledge or google earth street view to find the posted speed limit 
 
Turn on the Speed Limit layer by clicking the check box next to it in the Safety Key Metrics section.   
 
Once the layer populates on the map, click on the desired segment. (it will highlight in light blue) 
 
In the pop-up that appears, find the SPEED_LIMIT_NBR row.

Active Transportation Need & Demand 

Turn on the Need Analysis OR Demand Analysis layer by clicking the check box next to it in the Safety Key Metrics section.   
Once the layer populates on the map, click on the desired area. (it will highlight in light blue) 

Note: Data is by census block group. If a roadway segment is on the border of two or more census block groups, use the one with the highest combined Need and Demand scores. 

In the pop-up that appears, find the DEMAND_MAPPING and NEED_MAPPING row, or the DEMAND_NEED_MAPPING row. With the latter, the first integer is the Demand score and the second integer is the Need score. (In the screenshot below, the Demand score would be a 3 and the Need score would be a 4)

Bicycle Level of Traffic Stress 

Note: The data contained in the Safety Map Viewer is only for the State and U.S. Bike Route system. Bicycle Level of Traffic Stress can be calculated using the LTS Calculator tool located at the following site for segments not on that system: Pages - Safety Resources and Crash Analysis Tools (state.oh.us)

Turn on the US and State Bike Route System layer by clicking the check box next to it in the Safety Key Metrics section. 

Once the layer populates on the map, click on the desired segment. (it will highlight in light blue) 

In the pop-up that appears, find the LTS row.

TOAST Score 

Note: TOAST Scores are only available for State and U.S. routes. 

Turn on the TOAST Score layer by clicking the check box next to it in the Safety Key Metrics section.   
 
Once the layer populates on the map, click on the desired segment. (it will highlight in light blue) 

In the pop-up that appears, find the Score row.
