The Cultural Resources Manual & Guidance a collaboration of the Ohio Department of Transportation's Office of Environmental Services (ODOT OES), the Ohio Historic Preservation Office (OHPO) and the Federal Highway Administration (FHWA) serves as guidance on procedures for scoping, identifying, evaluating and documenting cultural resources for ODOT's Statewide Transportation Improvement Program (STIP). The manual presents cultural resource management as a process within ODOT’s Project Development Process which affords opportunities to avoid, minimize, and/or mitigate impacts to historic properties. This manual aims to outline a process to improve efficiency and further streamline compliance with existing federal and state laws, ODOT’s Section 106 Programmatic Agreement, and with ODOT’s State Funded and State/Local Funded Project Agreement.

Designed for transportation project managers, project planners, and environmental professionals, as well as any others involved in ODOT's Project Development Process.

ODOT has been assigned FHWA's responsibilities pursuant to the Surface Transportation Projct Delivery Program, otherwise known as NEPA Assignment. The environmental review, consultation, and other actions required by Section 4(f) of the Department of Transportation Act are being carried out by ODOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated June 6, 2018, and executed by FHWA and ODOT.
